በአንድ ሀገር የቤቶች ዋጋና የባለቤቶች ቁጥር መውጣትና መውረድ የጠቅላላ ሀገሩን/ሀገሪቱን የኢኮኖሚና የንግዱን ሥርአት ውዥቀትና ዐርጋታ ፣ሐመምና ጤና ፣ጥመቋትና ቅናት ፣ዐድገትና ጭጨት አመልካችና መመዘኛ አይነተኛ መስፈርት ነው፡፡ በመሆኑም የአንድን ሀገር ጊዜያዊና ዘላቂ የንግድና የአኮኖሚ አዝማሚያ ከሌሎች ነባራዊና ሀሳባዊ መስፈርቶች በተሻለ በማመላከት ለኢነቨስተሩና ነጋዴው ህብረተሰብ ጠቋሚ ብርሀን ሆኖ ያገለግላል ፡፡

 በመሰረቱ ሁሉም ዜጋ እንደየክህሎቱና በጊዜው እንደሚገኝበት ነባራዊና ሌሎች ሁኔታዎች ባለቤትነትን በይፈልገውና ባይስማማውም፣ባለቤት መሆን አስከትሎት ከሚመጣው ተጨማሪ የባለቤትነት፣ የጎረቤትነት፣ ያካባቢነት፣ የሕብረተሰብነትና የሀገር ዜግነት ግዴታወችና ጫናዎች በሻገር ዕድሜ ፣ጊዜና ሁኔታዎች ፈቅደውለት ረዘም ላለ ጊዜ በይዞታ ማቆየትን ለታደለ ከማንኛቸውም አንቨስትመንቶች በተሻለ ትርፋማነቱ በሰፊው የተተረከለትና የታወቀም ነው፡፡

ቤት መግዛት በሕየወት ከሚደረጉ ሕወትን ዋጭ ውሳኔዎች አንዱ እንደመሆኑ ውሳኔው ባብዛኛው ሙየተኛ ግምትና ሙያዊ አስተያየት የሚከተሉት መሰረታዊ ነጥቦች ያካተተ መሆን እንዳለበት ይታመናል፡፡

1 -ገዢው የሚገዙትን ንብረት ለምን ያህል ጊዜ በይዞታ ሊያቆዩት እቅድ አላቸው፡፡

2 -የገዥው ጠቅላላ የገቢ መጠንና የማግዛት ክህሎትን፡፡

3 -የገዢው የመግዛት ክህሎትና የሚገዛው ንብረት ዋጋ መመጣጠን፡፡

4 -የወቅቱ የሞርጌጅ ብድር ወለድ መጠንና የረዥምና ያጭር ጊዜ ለውጥ አመክካች አዝማሚያን፡፡

5 -ባካባቢው ታቀዱ ልማቶችና ጥፋቶች ፣ ያካባበው የሕብረተሰብና ማሕበረሰብ አገልግሎቶች፣አንዲሁም የታክሰ ተጠያቂነትና ጠተቃሚነትን፡፡

የባለቤትነት ጫናዎች፣

ባለቤት መሆን ልዩ ክህሎት የመሆኑን ያህል ከተከራይነት የተለዩ የራሱ የሆኑ ግዴታዎችንና ጫናዎችን ያካተተ ዐድልና ችሎታ ነው፡፡

ጫናዎቹም ከብዙ በጠቂቱ ፣ወርሀዊ የውሐ፣የቆሻሻ፣የመብራት፣የሥልክ፣የሞርጌጅ፣ የኢንሹራነስ ክፈያዎችና ሌሎች እንደ እድሳት፣ የጥገና፣የማሻሻል የመሳሰሉ በግል ፍቃደኝነተ ከሚወሰኑ ገዴታዎቸ ባሻገር በማኅበረሸቡና በመንገሰት የሚጣሉ ለአካባቢ ጤና፣ማልሚያ፣ጸጥታ ለመሳሰሉት ጫናዎችና የአካባቢና የመዐከላዊ መንግስት ዓመታዊ ግብር የመሳሰሉትን ግዴታዎ ች ያጠቃልላል፡፡  

 ከላይ በተዘረዘሩትን ነጥቦች መሰረት አድርጎ በሰለጠነውና በመሰልጠን ላይ ባሉ ሀገሮች የሞርጌጅ አበዳሪዎችና ባንኮች ቤት ገዢዎች ክህሎት ለምን ያህል ቤት እንደሚሆን ባማካኝ የሚወስኑበትና የሚጠቀሙበት መመዘኛ ፎረሙላ አዘገጅተዋል፡፡ ይሕ ፎርሙላ ቤት ገዢዎች የቤቱን ዋጋ 10% ከራሳቸው ተቀማጭ ሌላ ገቢ ተከፋይ ማድረግ መቻለቸውን በቅድመ ግንዛቤ ያስቀመጠ ነው፡፡

እንደ ፎርሙላው የሞርጌጅ ተበዳሪው ጠቅላለ ግሮስ ወርሀዊ ገቢ 28% የቤቱን ሞርጌጅ ከነ ወለዱ፣ኢንሹራነሱ፣የወርሀዊ የጋዝ፣የውሀ፣የመብራት፣ከፍያዎች ሊችል ግድ ይላል ይላል፡፡

ወይንም ከላይ በተጠቀሱት ለይ እንደ መኪና ክፍያና የትምሀርት ቤት ዕዳ ክፍያ አይነት የረዥም ጊዜ ክፍያዎችን ጨምሮ በተበዳሪው ወርሀዊ ግሮስ ገቢ 36% መሸፈን ይኖርበታል ይላል፡፡

  • Housing Expense Ratio
    Mortgage lenders recommend that your monthly mortgage payment should be less than or equal to a quarter of your monthly gross income. This percentage can change based on the type of mortgage you choose and sometimes the area in which you're looking to buy.
  • Debt-to-Income Ratio
    You need to factor your other debts into determining an affordable monthly mortgage payment. Mortgage lenders look at whether your total debt is larger than 30-40% of your monthly gross income. Myths About Homeownership

You'll likely need to keep records showing a history of payments you've made for items such as rent, utilities, and car payments.

Myth: Lenders share your personal financial information with other companies.

ገዢው የሚፈልገውን የግዥ ንብረት በሚፈልገው አካባቢና ችሎታው በሚፈቅደው ዋጋ አፈላልጎ እንዲያገኝለት እና ኤጀንሲው ይህንን የሥራ እድል በፍላጎትና በፍቃደኝነት ተቀብሎ ከዚህ በላይ በተጠቀሱት ሁለት መሰረታዊ ሀሳቦች ላይ በመመርኮዝ በሚቀጥሉት ዝርዝር ነጥቦች ለይ ተስማምተዋል፡፡
1.   አጀንሲው በኢትዮጵያ መንግሥት በአዲስ አበባ ክልል እና በኮልፌ ቀራንዮ ክ/ከተማ በቀበሌ 07 የቤት ቁጥር አዲስ በሕግ ተመዝግቦ ሕጋዊነቱን ያረጋገጠ የብሮክሬጅ የንግድ ፍቃድ ኖሮት የሚሰራ ሲሆን በስሩም ያሉት ማንኛቸውም ወኪል አጀንቶቹ በሕግ የተረጋገጠ ፍቃድ ያላቸው ናቸው፡፡
 
·         ሀ) ገዢው ባስታወቀው አካባቢና ችሎታው ላይ በመመርኮዝ ተስማሚ የሚሆነውን ንብረት ሊያገኝለት ኤጀንሲው/ብሮክሬጁ ሙሉ ጥረት ያደርጋል ፡፡
·         ለ) ገዥ በዌብሳይትና ሌሎች የመገናኛና የማስታወቂያ የስርጭት ዘርፎች ከተሰራጩትና በዝርዝር ከቀረቡት ንብረቶች መሀከል በሚፈልገው ላይ ተጨማሪ ማብራሪያ የመጠየቅና ማብራሪያ የማግኘት መብት አለው፡፡
·         ሐ) ገዥ ሊገዛው የፈለገውን ንብረት በቦታው ተገኝቶ በመመልከት፣ አስተያየት መስጠትና መገምገም ይችላል፡፡
·         መ) ገዥ በአሀዝ የተደገፈ የመግዛት ፍላጎትና ችሎታ ካሳያ ከሻጭ የሚፈለገውን የስምምነትና አለመስማማት ምላሽ ማብራሪያ በ24 ሰዓት ውስጥ፡በኤጀንቱ አማካይነት ያገኛል፡፡የብሮከሩ ኤጀንት የገዢውን የመግዛት ጥያቄዎች በወቅቱ ለሻጭ አቅርቦ መልሱን ያቀርባል፡፡ የሻጩ መልስ በ24 ሰዓት ካልደረሰው የመግዛት ፍላጎቱ/ፍቃደኝነቱ እንዳልተገለጸ ይቆጠራል፡፡
·         ሠ) ገዥ ያቀረበው ዋጋ የሻጭን ስምምነት ካገኘ በ|ላ ሀሳብን ያለ ካሳ መቀየር በማንኛውም አካል አይቻልም፡፡ስምምነቱ በሁለቱም ተዋዋይ ወገኖች ከፈረሰ የአጀንሲውን/ብሮክሬጁን ወጪ የመሸፈን ግዴታ ይኖርባቸዋል፡፡
·         ረ) ግብይቱ ተግባራዊ ሲሆን ኮሚሽኑን ለአገናኛቸው አጀንሲ/ብሮክሬጁ ገዥው ወዲየውኑ በገቡት ስምምነት መሰረት የመክፈል ግዴታ ይርበታል፡፡
·         ሰ) ኤጀንሲው ተስማሚ ነው ብሎ ለገዢው በሚያገኝለት ንብረት ላይ ገዢና ሻጭ በሚያደርጉት ውልና ሥምምነት ስለ ንብረቱ ኤጀንሲው በምንም አይነት ተጠያቂነት አይኖረውም፡፡
·         ሸ) ገዢና ሻጭ ውል ተዋውለው ሙሉ ገንዘቡ ወዲያውኑ የማይከፈል ከሆነ ቀብድ በዝግ ባንክ ሂሳብ በሶስቱ/በገዥ ፣በሻጭና በአጀንሲው ሰምምነትና ፊርማ ወለድ በሚያስገኝበት ሁኔታ ገቢ ይደረጋል፡፡
·         ቀ) አጠቃሎ የሚከፈልበት ጊዜ ካለፈ በገዥና በብሮክሬጅ አጀንሲው ፊርማ ወጪ ተደርጎ ስላከፋፈሉ በተደረሰ ሰምምነት ወይም በሕግ ውሳኔ የተጫነበት ዕዳ ተቀንሶ ቀሪው ለገዢው ከእነ ወለዱ ተመላሽ ይደረጋል፡፡
·         በ) ሰምምነት ለይ ተደርሶ የተፈጸመ ውል ከገዢና ሻጭ በአምዳቸው ከፈረሰ አፍራሽ አካል ላይ መቀጫ ይጣልበታል፡፡
·         ቨ) እላይ ከተጠቀሱት ስምምነቶች አንዱ ነጥብ ወይም ሁለቱ ነጥቦች እንዲሁም ከዚያ በላይ የሆኑት ነጥቦች በሆነ ምክንያት ዋጋ ቢያጡ የዚህን ውል ጠቅላላ ስምምነት ዋጋ አያሳጡትም፡፡
·         ተ) ከላይ የተጠቀሰው ውል ብቸኛው አጠቃላይ የስምምነት ውል ሲሆን አስቀድም በቃል ወይም በመግባባት የተፈጸሙ ወይም ሊፈጸሙ የታሰቡ ስምምነቶች በዚህ ውል ላይ ምንም ተፅዕኖም ሆነ ምንም አይነት ተፈጻሚነት የለቸውም፡፡
·         ቸ) በገዢና በኤጀንሲው መሀከል የተፈጸመው ይህ ውል ለ---------------------ጊዜ የጸና ሲሆን ስምምነቱ በጋራ ፍቃደኝነት ሊራዘም ይችላል ፡፡
·         ኀ) ይሕንን ውል በማሰመልከት ሚነሱ አለመግባበቶችን የኢትዮጵያ መንግሥት ህግ በሚወስነው ለመዳኘት ከላይ የተጠቀሱት የውሉ አካላት ስምምነት ላይ ደርሰªል፡፡
·         ነ) ይህ የተዋዋዮች ውል በተዋዋዮች ፊርማና ማህተም ከዚህ በታች እንደተመለከተው ተረጋግÚል፡፡
